On the 14th. instant Mr. Jamieson again

telegraphed:- "Railway. This morning Moore and Chao went to see

"Tu Tu. One of his delegates who was party to giving of

"guarantees met them and he reiterated the promise previously

"given that they would recognise Chao as Managing Director. This

"promise to be ratified tomorrow!! It was arranged in order to

"save face that Wu Kuang Tsung the Provincial Managing Director

"should have a post in tho administration. In view of what I

"telegraphed last night delegate with full powers has been sent

"by stean-launch today with 840,000 to appease local opposition

"at Sheklung, but under no circumstances can preliminary

"inspection of the line take place which might have been done four "days ago nor can working be resumed within a week. Conference

"at which it is hoped to arrange details as to working will take

"place tomorrow. To avoid popular resentment and a possible boycot

"it is proposed that the railway buildings should fly the new

*flag. I hope to receive deeds for all the Company's property for

"safe keeping this afternoon".

On the same date Sir John Jordan tele-

→graphed:- "Your telegram of November 12th. It will serve no use-

"-ful object to consult the Central Government which has no de

"facto power over the line at present. I recommend resumption of

"service as proposed, but I am instructing the Consul-General that

"payment receipts should be made to account with Hongkong and

"Shanghai Bank to order of head office (see Article 6 Loan Agree-

"-lent) to be withdrawable only on the joint signatures of the
